Pool and Spa Electrical Requirements in Arizona — NEC 680 Explained

Water and electricity are a dangerous combination, and the National Electrical Code dedicates an entire article (Article 680) to getting it right.

What is NEC Article 680?
NEC Article 680 covers the installation of electrical wiring and equipment for swimming pools, spas, hot tubs, fountains, and similar installations. Arizona has adopted the 2023 NEC, which means these requirements apply to all new pool electrical work and any significant modifications to existing systems.
The goal of Article 680 is straightforward: prevent electric shock drowning (ESD) and electrical hazards near water. The code establishes specific requirements for how close electrical equipment can be to water, how wiring must be run, and what protection devices are required.
Key Requirements Every Pool Owner Should Know
Bonding: All metal components within 5 feet of the pool — including ladders, handrails, light fixtures, pump motors, and the water itself — must be bonded together with a solid copper conductor. Bonding equalizes voltage potential between surfaces, preventing the dangerous voltage gradients that cause electric shock drowning.
GFCI Protection: All circuits supplying power to pool equipment, lighting, and receptacles within 20 feet of the pool must be GFCI-protected. This includes the pump motor circuit, underwater lights, and any outdoor receptacles near the pool area.
Underwater Lighting: Pool lights must be installed at a minimum depth and use listed wet-niche or dry-niche fixtures. The junction box for pool lights must be located at least 4 inches above the water level and 8 inches above the ground.
Receptacle Placement: Receptacles must be located at least 6 feet from the pool edge and must be GFCI-protected. Receptacles within 20 feet of the pool must also be GFCI-protected.
Subpanel Location: If a subpanel serves pool equipment, it must be located at least 5 feet from the pool edge.
Common Code Violations We Find in North Scottsdale Pools

- Missing or deteriorated bonding connections — particularly on older pools where the bonding wire has corroded • GFCI breakers that have failed and not been replaced • Underwater lights wired with incorrect fixtures or missing junction boxes • Outdoor receptacles within the 20-foot zone without GFCI protection • Pool equipment subpanels mounted too close to the water
Many of these issues exist in pools that appear to be working fine — the hazard is invisible until something goes wrong.
When Do You Need a Pool Electrical Inspection?
You should have your pool electrical inspected by a licensed electrician if: • You’ve purchased a home with an existing pool and don’t know when it was last inspected • Your pool is more than 10 years old • You’re adding new pool equipment — heater, automation system, LED lighting • A breaker for pool equipment has tripped repeatedly • You notice any tingling sensation in the water — evacuate immediately and call an electrician • You’re planning to sell your home
